China Lets Daicel Inherit 35.5% POM Duty. It Is Not a New Levy.

China’s Ministry of Commerce decided that Daicel Corporation inherits the 35.5% anti-dumping duty already applied to Polyplastics Co., Ltd. under the existing US-EU-Taiwan-Japan copolymer POM measure. Yicai reprints the ministry decision dated 20 August. This is a rate inheritance after a reorganisation. It is not a fresh dumping finding.

Daicel HPP Taiwan Co., Ltd. inherits the 3.8% rate that belonged to Polyplastics Taiwan Co., Ltd. Shipments still under the Polyplastics Co. name take the “other Japanese companies” rate of 35.5%. Shipments still under the Polyplastics Taiwan name take the “other Taiwan companies” rate of 32.6%.

The four lines. The dates.

MOFCOM received the applications on 1 April and 22 April. Daicel asked to succeed Polyplastics Co. Daicel HPP Taiwan asked to succeed Polyplastics Taiwan. The ministry said production kit, capacity, suppliers, clients and sales channels did not change in substance.

Exporter name on the entry Duty What it is
Daicel Corporation 35.5% Inherits Polyplastics Co.
Daicel HPP Taiwan 3.8% Inherits Polyplastics Taiwan
Polyplastics Co. name 35.5% Residual “other Japan”
Polyplastics Taiwan name 32.6% Residual “other Taiwan”

FXStreet, citing Reuters, printed the same four rates and said the taxes take effect 21 August. Yicai does not carry that date. The date stays on the Reuters stamp. Do not write a new five-year clock. The underlying US-EU-Taiwan-Japan POM measure is the 2025 finding. Thursday’s paper only names who pays it.

This is not the April notice on Korea, Thailand and Malaysia. That inheritance is a different file.
